Join ICBA & the FDIC as They Take  a Deep Dive into Current Bank Frauds

Operational Risk: Observations from the FDIC

This seminar will discuss current trends related to check fraud and review 13 solutions that financial institutions may consider in identifying, mitigating, and preventing check fraud.  These “knowledge nuggets” will provide practical ideas that banks are successfully using across the country.  This presentation will also detail other fraud schemes, involving authorized push payments and crypto confidence schemes to help bankers better understand how fraudsters may defraud customers and attempt to access funds within the institution.

ICBA Check Fraud Task Force

In an effort to help its member community banks combat the rampant fraud occurring at their institutions, ICBA created a check fraud task force to dig into the issue to help community banks prevent, detect, and mitigate check fraud. ICBA also created a resource guide, "Check Fraud: A Practical Guide to Altered, Forged and Counterfeit Checks for Community Bankers," in May of this year. ICBA's Scott Anchin will share details with the group on the task force and what ICBA is doing to help its members.

About Our Presenters

LLOYD E. MCINTYRE III

Mr. McIntyre is an Examination Specialist (Fraud) in the FDIC Cyber Fraud and Financial Crimes Section.  His current areas of focus are operational risk trends, suspicious activity report analysis, insider fraud training, and check fraud.  His 30 plus years of experience also includes bank supervision and management roles as an Examiner, Supervisory Examiner, Senior Policy Analyst, and Acting Chief.  Mr. McIntyre has led and instructed fraud, leadership, and bank supervision courses at ASBA, FDIC, FFIEC, FinCEN, IADI, and numerous trade associations.  He is a graduate of West Virginia University, Morgantown, West Virginia, with a Bachelor of Arts degree in Economics, and the Southwestern Graduate School of Banking at Southern Methodist University, Dallas, Texas.  He is also a Certified Fraud Examiner.

Thomas Huang
Mr. Huang is a Senior Examination Specialist with FDIC’s RMS Cyber Fraud and Financial Crimes Section.  He previously held a position with the RMS Policy and Program Development Section focusing on reviewing, informing, and developing FDIC policies and resources related to emerging technology and digital assets activities in banking.  Mr. Huang also served as a member of a Basel Committee of Banking Supervision working group for Fintech research efforts.  He participated in the FDIC’s Large Bank Supervision Section efforts to update policies and procedures for the continuous examination program. During Mr. Huang’s examiner career, he served as EIC for several of New York Territory’s supervised institutions including foreign banking organizations.  He holds a Bachelor of Science in Finance from the University of Florida and is a graduate of the Florida School of Banking.  Mr. Huang is a Certified Anti-Money Laundering Specialist and a Certified Cryptoasset Anti-Financial Crime Specialist with ACAMS.

Scott Anchin

Scott Anchin is vice president, senior operational risk and payments policy for the Independent Community Bankers of America (ICBA). In this role, Anchin advocates ICBA’s payments and operational risk policy issues before financial regulatory agencies and Congress. For almost 10 years, Anchin served as a key leader for many of the Federal Reserve’s payments initiatives and led collaborative stakeholder work groups to identify and solve industry issues, while also serving as the chief administrative officer for an intergovernmental payments technology program. Prior to his time at the Fed, Anchin worked in a variety of policy roles at the White House Office of Management and Budget, Bloomberg LP, and the US Department of Homeland Security. Most recently, he worked as a consultant and advisor to payments industry associations, banks, and financial technology companies. Anchin serves on the U.S. Faster Payments Council's board of directors, which works to advance safe, easy-to-use faster payments in the United States. He holds a Bachelor of Science in finance from Syracuse University, a Master of Arts in political science and a Juris Doctor from Case Western Reserve University, and a Master of Laws from Georgetown University.
